David R. Fine, Esq.


Mr. Fine is a civil litigator with K&L Gates LLP in Harrisburg, Pennsylvania. He has handled litigation in trial courts throughout Pennsylvania and across the country, and he has handled appeals in federal and state appellate courts in Pennsylvania and in a number of other jurisdictions. Mr. Fine is a graduate of Cornell University (B.S., 1987), Northwestern University (M.S.J., 1988) and the University of Toledo College of Law (J.D., 1992). Mr. Fine clerked for the Honorable William W. Caldwell of the U.S. District Court for the Middle District of Pennsylvania. Mr. Fine has served as chair of the Pennsylvania Bar Association's Civil Litigation Section and the Pennsylvania Bar Association's Appellate Practice Committee, and he served as a member and vice chair of the Pennsylvania Supreme Court's Appellate Court Procedural Rules Committee. He is currently a member of the Board of Governors of the Third Circuit Bar Association. Mr. Fine has served as a member of the Lawyers' Advisory Committees for the U.S. Court of Appeals for the Third Circuit and the U.S. District Court for the Middle District of Pennsylvania. Mr. Fine has written for the Washington Post, the San Francisco Chronicle, the Philadelphia Inquirer, the Harrisburg Patriot News, the National Law Journal, the America Lawyer and the Pennsylvania Lawyer.

Mr. Fine was first appointed to the Board on March 30, 2015. He was reappointed to the Board on Jan 17, 2018 for a term of three years commencing April 1, 2018. On January 15, 2020, Mr. Fine was designated as Chair of the Pennsylvania Board of Law Examiners commencing on April 1, 2020.
